Chandigarh Municipal Corporation Approves Record Rs 76 Lakh Bid for Rose Festival

In a landmark decision on Friday, the Municipal Corporation (MC) of Chandigarh approved the highest bid of Rs 76 lakh, inclusive of GST and taxes, for organizing this year's Rose Festival. This innovative arrangement ensures that the MC will not allocate any funds from its own budget, as the selected private firm will finance the entire three-day event.

First-Time Expression of Interest Process Yields High Revenue

This year marks the first instance where the MC floated an Expression of Interest (EoI) to invite firms and companies to finance the festival. Out of three bidders who applied, the highest bid was rigorously scrutinized and presented to the municipal commissioner, who granted final approval. Officials expressed optimism that the amount received will not only cover all festival expenses but also generate additional revenue for the corporation.

Comparative Financial Gains and Advertising Permissions

An official highlighted the financial benefits, stating, "Last year, the MC organized the festival through sponsorships and earned about Rs 11 lakh after meeting expenditure. This year, with a bid of Rs 76 lakh, the MC is expected to make a profit even if costs rise compared to 2025." In the previous edition, the MC garnered approximately Rs 36 lakh from sponsorships and Rs 24 lakh from food courts, game zones, and entry forms, against an expenditure of around Rs 49 lakh.

As part of the approved bid, the successful firm has been granted permission to install various advertising mediums, including:

  • Advertisement boards on 30 roundabouts throughout the festival duration.
  • 100 boards inside the Rose Garden.
  • 10 LED displays at designated spots.
  • 10 hot-air balloons for promotional purposes.

Additionally, space will be allocated within the garden for food courts and an amusement park, enhancing the visitor experience. This strategic move aims to balance commercial opportunities with public enjoyment, setting a precedent for future municipal events in Chandigarh.
