The Revenue and Disaster Management Department, along with the Housing and Urban Development Department of Odisha, released a joint standard operating procedure (SOP) on Friday aimed at enhancing transparency in apartment registration.
Purpose of the SOP
Officials stated that the SOP is designed to eliminate ambiguities arising from varied interpretations of the Odisha Apartment (Ownership and Management) Act, 2023, the Real Estate (Regulation and Development) Act, 2016 (RERA), and the Registration Act, 1908. It seeks to standardize the registration process across the state.
Classification of Registrations
The SOP categorizes apartment registrations into three distinct types:
- Resale of pre-RERA apartments
- First sale of unsold flats in pre-RERA projects
- Post-RERA apartments
For each category, the SOP specifies the required documents, verification procedures, and conditions for registration.
Roles and Responsibilities
The SOP also outlines the duties of competent authorities within the Bhubaneswar Municipal Corporation, various development authorities, and revenue sub-division jurisdictions, ensuring clarity in implementation.
