Bihar Governor Announces Ambitious 1 Crore Jobs Target by 2030 in Legislative Address

During the inaugural day of the month-long Budget Session of the Bihar legislature, Governor Arif Mohammed Khan delivered a significant address outlining the state government's ambitious employment goals. The Governor declared that the Nitish Kumar-led administration is firmly committed to creating one crore jobs and employment opportunities for the youth of Bihar by the year 2030.

Budget Session Highlights Development and Justice Agenda

Addressing both Houses of the state legislature, Governor Khan emphasized that this employment initiative is part of a broader vision of "development with justice" (nyay ke saath vikas). He revealed that the government has already provided jobs and employment opportunities to 50 lakh youths so far, setting a strong foundation for the ambitious target ahead.

The Governor stated, "The government has so far provided jobs and employment opportunities (rozgar) to 50 lakh youths. By 2030, one crore youths will get jobs and employment opportunities." This announcement reinforces a key promise made by the ruling NDA in its manifesto for the 2025 assembly polls, which the BJP-led coalition won with a decisive majority.

Law and Order as Top Priority Alongside Employment Creation

In his comprehensive address, Governor Khan highlighted that maintaining rule of law and communal harmony remains a top priority for the state government. To strengthen the law and order machinery, significant enhancements have been made:

  • The number of police personnel has been increased to 1.21 lakh
  • The number of police stations has reached 10,380
  • Bihar now boasts the highest percentage of female police personnel in the country

Women Empowerment and Agricultural Progress

The Governor detailed several initiatives aimed at women's empowerment, reflecting the government's commitment to inclusive development. Bihar is now home to 1.40 crore female volunteers enrolled with "Jeevika" self-help groups, creating a substantial network of economic support and community engagement.

Referring to the Mukhyamantri Mahila Rozgar Yojana, which was rolled out just ahead of the assembly polls, Governor Khan explained, "Rs 10,000 crore each was given to women for starting up their own businesses. Those who are able to make good use of the money will get up to Rs two lakh each." This scheme represents a substantial investment in women's economic independence and entrepreneurship.

Comprehensive Development Across Sectors

Beyond employment and law enforcement, the Governor's address covered multiple aspects of Bihar's development agenda:

  1. Agricultural Growth: Significant increase in farmers' income over recent years
  2. Healthcare Expansion: Establishment of hospitals across the state to improve medical access
  3. Educational Infrastructure: Setting up of new schools and colleges to enhance learning opportunities

This multi-faceted approach demonstrates the government's comprehensive strategy for Bihar's progress, balancing economic opportunities with social justice and infrastructure development. The commitment to creating one crore jobs by 2030 represents a transformative vision for the state's youth and economic future.
