The union submitted a detailed memorandum demanding an immediate investigation by the Central Bureau of Investigation (CBI) into suspected irregularities exceeding Rs 5,000 crore during the 2025–26 paddy procurement season.
Core Demand: A Transparent CBI Probe
The primary memorandum, addressed to Haryana Chief Minister Nayab Singh Saini, was handed over to Kurukshetra ADC Vivek Arya. It calls for a comprehensive and independent CBI enquiry, arguing that only an external agency can ensure accountability. The document alleges large-scale fraud and manipulation across several key systems.
According to the complaint, serious irregularities occurred within the Meri Fasal Mera Byora (MFMB) portal, verification procedures, and procurement operations managed by state agencies, mandi administrations, and the Agriculture Department. These alleged malpractices are said to have caused massive revenue losses to both the state and central governments, while severely infringing upon the rights of farmers.
Upon receiving the memorandum, ADC Vivek Arya assured the protesting farmers of a complete enquiry and promised action as per the law.

The memorandum points to unchecked commercialisation in the healthcare sector, where private and multinational hospitals allegedly charge arbitrary fees due to a lack of regulated treatment rates. It also criticises the sale of medicines at high MRPs without transparent pricing and highlights severe shortages of doctors, medicines, and diagnostic facilities in government hospitals. The union demands affordable, accessible, and quality healthcare services for all.
In education, the protest note condemns the growing commercialisation of private schools and colleges. It objects to frequent textbook changes and the compulsory purchase of uniforms, bags, and study material from designated vendors, which places a heavy financial burden on parents. The memorandum calls for strict regulation of private institutions and control over rising fees to ensure quality education for children from poor and middle-class families.

Regarding agriculture, the document states that farmers are crushed under mounting debt, driven by rising input costs and the absence of fair crop prices. Key demands from the union include:
