Chief Minister Pramod Sawant stated that the core objective is to initiate a 'blue revolution' through the strict and sustainable development of fisheries. The strategy focuses on several key areas: significantly increasing fish production, addressing critical gaps in processing infrastructure and cold chain facilities, promoting the adoption of modern technologies, and ultimately strengthening income opportunities for fish farmers and fishermen across the state.
He elaborated that the blue economy model extends beyond just fishing. It promises to create more organized markets, generate better value addition for marine products, and build stronger livelihoods. The plan also aims to boost entrepreneurship in crucial supporting sectors like processing, packaging, transport, and certification.

Sawant was careful to highlight that this economic push requires meticulous planning and balance. He acknowledged that protecting marine resources and aquatic biodiversity is paramount for long-term success.
